The ocean is the largest geographical unit on earth. It is boundless, lush, deep and mysterious, which shoulders the hope of the survival and development of human beings. Stepping into the 21st century, countries around the world are switching their focus on ocean and see it as the new room for the sustainable development of the human race. The entire globe has reached a consensus to “develop, utilize and protect the ocean.”

On 12th April 2018, when inspecting in Hainan, General Secretary Xi Jinping pointed out that: “China is a country of great marine power with vast sea area. We must march into the ocean and accelerate the construction of a country with great marine power.” China, a dominant coastal country, has a profound history of marine exploration and utilization, is striving to rank among the nations with great marine power in the world.
